A review of the global history tourism development reveals a strong connection between government involvement and growth industry. In China, authorities are increasingly emphasizing role service websites in advancing digital governance within sector. Drawing on theories public administration, resource dependence, regional innovation systems, this study constructs an analytical framework to investigate influencing mechanisms development. Using data from 31 Chinese provinces, systematically examines, for first time, mediating resources moderating effect provincial economic competitiveness. Content analysis keyword extraction techniques were employed collect website functions, resources, year 2023. These analyzed using PLS structural equation model. The results indicate that functions positively, albeit modestly, promote development, explaining 24.4% variance. Among services (weight = 0.611) contribute significantly more than administrative management (0.368) information (0.238). Although did not reach statistical significance, internal shows cultural customs (0.512) water landscapes (0.443) geological (0.338), highlighting unique advantage “soft resources” environment. Incorporating competitiveness increases explanatory power model 47.9%, with level (0.268) function (0.267) playing most prominent roles. findings suggest effectiveness promoting is shaped by multiple complex factors. Accordingly, governments should adopt differentiated strategies based conditions endowments, focus enhancing optimizing representation strengthening foundations fully unleash industrial potential governance.

Purpose This paper examines the effects and mechanisms of Belt Road Initiative (BRI) on rural energy poverty (REP). Design/methodology/approach A difference-in-differences (DID) model World Bank data are used to estimate impact BRI REP. Further robustness tests were conducted. The also explores mechanism affecting heterogeneity REP is analyzed. Findings has a significant negative effect finding robust. mitigates through transportation infrastructure (TI), off-farm employment (OFE) self-sufficiency (ES). in reducing influenced by government effectiveness (GE).
