Abstract Background: The outbreak of SARS-CoV-2 has led to numerous cases and deaths globally. Ghana Benin are two Africa countries which prioritized vaccination, introducing them as early March 2021 alongside non-pharmaceutical interventions (NPIs) mitigate the epidemiological socio-economic impact COVID-19. Interventions to pandemic outbreaks are often associated with the use of fear-appeal trigger behavioral change, especially in public health issues. However, no systematic review exists literature on effectiveness fear appeal strategies context compliance. This paper aims at providing that answers following thought-provoking research questions: (1) What is standard measurement relation pandemics existing literature? (2) used empirical (3) How effective changing behavior toward adopting preventive measures? A total 22 studies were selected from 455 potential studies, a comprehensive search and assessment accordance PRISMA guidelines. The adverse impacts of the COVID-19 pandemic on global tourism industry necessitated several responses from policymakers in order to support industry's recovery and post-pandemic growth.
