The concept of intelligent software is flawed. behaviour determined by the hardware that “interprets” it. This undermines claims regarding theorised, superintelligence. Here we characterise this problem as “computational dualism”, where instead mental and physical substance, have hardware. We argue to make objective performance must avoid computational dualism. propose a pancomputational alternative wherein every aspect environment relation between irreducible states. formalise systems (inputs outputs), cognition embodied, embedded, extended enactive. result formalised part environment, rather than disembodied policy interacting with through an interpreter. allows us intelligence, which ability “generalise”, identify causes adapt. then establish upper bounds for behaviour. suggests AGI will be safer, but more limited, theorised.
