Purpose This study aims to evaluate sustainable investment policies for housing in Qatar. Design/methodology/approach paper proposes a new model analyzing demand Qatar via hybrid quantum fuzzy decision-making model. The processed the criteria with facial expression-based Quantum Spherical DEMATEL and ranked alternatives expressions-based spherical TOPSIS. Four factors were determined due comprehensive literature review (Environment, Housing Design, Building Surrounding building), five policy (Electricity production renewable energies, Recycling systems materials construction, Transport less carbon emission, Biodiversity residents, Resilience natural disasters). Findings analysis indicates that design of building is most important factor (0.254), while environment influencing (0.253) regarding emission electricity energies are critical alternative policies.
