The Majapahit House heritage area in Trowulan, Indonesia, represents a significant initiative where local communities, government agencies, and cultural organizations collaborate to preserve traditional architecture while developing tourism. This study examines how these stakeholders interact implementing tourism governance, focusing on the challenges of coordinating preservation efforts with development objectives. Through semi-structured interviews key field observations, we analyze different actors influence program implementation outcomes. Our analysis employs interest–influence matrices identify stakeholders’ varying capabilities affect success, actor linkage reveals specific patterns collaboration conflict governance processes. Findings demonstrate success varies across villages based leadership effectiveness, resource coordination, community engagement levels. that successful requires balancing provincial directives initiatives, particularly aligning requirements needs. research advances understanding stakeholder dynamics by providing framework for analyzing collaborative contexts offering practical insights improving coordination. Recommendations focus strengthening institutional frameworks enhancing coordination mechanisms between agencies organizations.
