Objective: This study investigates the multi-talent performance of Widyaiswara at Regional Human Resources Development Agency (BPSDMD) North Sulawesi Province in enhancing competencies State Civil Apparatus (ASN). The research aims to evaluate their managerial, technical, and functional training identify competency gaps improve professional development initiatives. Theoretical Framework: builds on human resource (HRD) theories, talent management principles, competency-based learning models. It examines strategic role public sector aligned with governance workforce adaptability frameworks. Method: A qualitative design was employed, using in-depth interviews, observations, document analysis. Key stakeholders, including Widyaiswara, program alumni, BPSDMD officials, provided insights into effectiveness gaps. Data were analyzed Miles Huberman model patterns relationships. Results Discussion: Findings indicate that while excel managerial training, technical capabilities require further strengthening. Limitations certification specialization hinder programs. Enhancing can quality relevance training. Research Implications: highlights need for structured programs, targeted certifications, workshops, policy support, maximize Widyaiswara’s Originality/Value: By addressing proposing strategies, this contributes HRD practices sector, supporting SDG 4 by fostering education lifelong opportunities government personnel.
