The digital age has brought unprecedented opportunities for organizations to innovate and transform their operations, emphasizing the importance of measuring maturity organizational values. This study leverages a bi-stacked Artificial Neural Network (ANN) architecture measure comprehensive index, integrating insights from people management dataset, collected 132 companies, was preprocessed refined through feature extraction, including parameters such as Relative Importance Value (RIV) future business impact Rate Satisfaction (RSV) with practices, quantified using Likert scale. ANN, designed multiple layers dropout mechanisms, processed these features generate an accurate reliable index. By combining advanced machine learning techniques value assessments, proposed approach provides scalable framework understanding readiness while critical role in driving transformation
