The paper studies the global experience concerning benefits and potential negative consequences, environmental risks to human health, etc. of underground parking projects in highly urbanized areas. It is noted that, on one hand, construction lots other facilities urban road transport infrastructure makes it possible free up ground space from lots, prevent traffic congestion preserve green spaces, squares parks city, but, due excessive emissions pollutants engine exhaust gases, imperfect ventilation systems, harmful effects noise vibration, design especially under high-rise apartment buildings or within areas, entails additional risks, not only for health people living these working but also environment. In this regard, authors propose a methodology scientific substantiation friendliness, economic feasibility, compliance such with sustainable development goals based T. L. Saaty’s analytic hierarchy process. developed hierarchical criteria system implement approach created unique program that was accomplished visualized RStudio environment using R programming language. With help multi-criteria approach, accordance analyzed priorities provided by experts, example model project located center large friendliness feasibility project, as well its have been scientifically proven.
