In the era of energy transition, there is a lack targeted research on synergistic effects new policies and informal institutions carbon equity. This study examines how influence urban equity, with focus mediating role cultural forces. Utilizing panel data from 256 Chinese cities (2000–2021) employing New Energy Demonstration City (NEDC) policy as quasi-natural experiment, this adopts staggered difference-in-differences (DID) approach to identify causal relationships. Key findings reveal: (1) China has been accompanied by rise in distribution inequity measured through cumulative patterns emissions economic outcomes, highlighting equity-efficiency trade-off. (2) The NEDC policy, while advancing inadvertently exacerbates inequity. conclusion robust parallel trend tests, placebo analyses, controls for concurrent policies. (3) Confucianism, an institutional force, can effectively mitigate policy-driven inequities. (4) Heterogeneity analysis finds that effect Confucianism more significant non-old industrial base non-resource-dependent cities. Theoretically, bridges transition literature theory revealing compensatory systems formal frameworks. Practically, it advocates culturally informed governance models, proposing Confucian principles harmony collective responsibility design pillars equitable sustainability transitions.
