This study aims to develop a Two-Tier Multiple Choice (TTMC) HOTS-level test measure student misconceptions in Islamic learning. The research method used is the 4-D by Thiagarajan with descriptive data analysis. results of misconception using TTMC showed variations students' answers between those who understood concept, had pure misconception, guessed and did not understand concept. feasibility evaluation tool met, identification divided into four categories. percentage students concept 49%, 11%, guesses 17%, does 23%. contributes measuring learning can be improve teaching effectiveness understanding concepts
