Abstract Disaster planning based on historical events is like driving forward while only looking in the rear-view mirror. To expand our field of view, we use a large ensemble weather simulations to characterise current risk extreme case study locations Southeastern United States. We find that temperature have become more frequent between 1981 and 2021, heavy precipitation are also wettest months. Combining analysis people’s recent experience with rate change events, define four quadrants apply groups studies: Sitting Ducks” , “Recent Rarity”, “Living Memory”, “Fading Memory” . A critical storyline “ ducks ”: where high increase most event memory (1981-2021) has low return period today’s climate. these potential for surprise. For example, Montgomery County, Alabama, since 13 years climate 2021. In places, offer unprecedented synthetic from disaster preparedness help people imagine unprecedented. Our results not document substantial changes extremes States but propose generalizable framework using ensembles changing

Abstract There are twenty experimental forest and range sites (EFRs) across the southeastern United States that currently maintained by USDA Forest Service (Forest Service) to conduct ecosystem research for addressing management challenges. The overall objective of this study was use multiple gridded datasets assess extent which EFRs represent climate, structure, functions forests. large variability climate conditions region relatively well, but we identified small representation gaps. representativeness structure these can be improved establishing in forests with low tree cover, leaf area index, or canopy height. current also although areas intermediate aboveground biomass water yield not well represented. trends were generally consistent between EFRs. Our indicates additional specific within could help more completely how respond change, disturbance, practices. Study Implications This ranges fills knowledge gap regarding context broader region. Across the Southeast, households and communities routinely grapple with adverse economic consequences increasing frequency intensity of weather-related disasters. For historically underserved including low-income color, such risks represent a significant barrier to well-being resilience. Key findings:By focusing on perceptions community development resilience professionals in region, study examines evaluates factors that may impede ability color prepare for recover from disaster risks.A survey working across Southeast found majority observe immediate long-term impacts disasters as hurricanes, flooding, extreme heat.Persistent emerging like rising sea levels chronic drought further undermine communities' abilities mitigate effects these events. The identified high utility costs, limited savings, lower credit scores, lack resilient housing safe areas, unaffordable inadequate insurance coverage, insufficient funding measures barriers hindering both individual local preparedness future impacts. For organizations serving communities, respondents also cite organizational constraints, staff expertise vulnerabilities translating knowledge into actionable strategies, hindrances effective support. Takeaways practice:Weather-related can create new challenges or exacerbate existing ones individuals, economies, especially color.Community play vital role overcoming enhancing by considering strategies include building capacity within encouraging wealth savings improving making more resilient, accessibility affordability, incorporating planning process. The Federal Reserve Bank Atlanta's Community & Economic Development (CED) Discussion PaperSeries addresses critical issues development. Our goal is provide information topics will be useful many actors involved development-governments, nonprofits, financial institutions, beneficiaries.Find research, use data tools, sign up email updates at atlantafed.org/commdev.
