Assessment of sustainability and effectiveness of innovative development of economic agents of the Russian Arctic.

Application of improved CNN-based face detection technology in public administration

In public management, intelligent face recognition detection technology plays a very crucial role, which can greatly improve the efficiency of management and reduce workload staff. To address shortcomings traditional algorithms such as low easy overfitting, model based on convolutional neural network (CNN) was proposed in this study, structure CNN optimized to enhance accuracy model. solve errors caused by illumination differences, light compensation strategy pre-process data; meanwhile, Gaussian curvature filtering algorithm used image subsequent accuracy. Success factors for using project methods for implementing development policy

Introduction: project methods play a significant role in implementing state policy aimed at attaining national development goals. However, Russia’s current regulation is mostly focused on the procedure for preparation and implementation rather than quality requirements to projects themselves. Objectives: work out set of criteria testing these using World Bank implemented Russia as cases. Methods: structural comparative analysis, case study. Results: based literature review considering specificity key governance parameters, paper proposes 7 applicable projects, namely: variability cyclical nature development; qualitative changes entailed by project; positive benefit-cost ratio; sustainability outcomes; motivation agents; risk management; impact assessment “waste development” utilization. The proposed were tested data two supporting institutional tax customs services Russia. results demonstrate that both met varying degree, which affected duration level outcomes long-term sustainability.
