Рассматривается проблематика информационной безопасности в сфере новых технологий. Выдвигается положение о том, что целому ряду детей и подростков не удается перенести в виртуальную среду знакомые им нормы морального поведения, чем отчасти объясняется широкий приток новичков в сетевые сообщества нарушителей норм поведения. Аргументируется необходимость разработки специального обучающего курса, призванного помочь таким детям и подросткам, а также организации повсеместного обучения подрастающего поколения основам кибер-этики. Значение такого обучающего курса иллюстрируется результатами исследования, проведенного в хакерской среде: демонстрируются предпочтительные направления развития хакерского сообщества.

Анализируя особенности взаимоотношений различных субъектов в области информационно-коммуникационных технологий, автор приходит к выводу о необходимости формирования новой отрасли права - права киберпространства. Показано, что современные инструменты правового регулирования (как на национальном, так и на наднациональном уровне) не обладают достаточной эффективностью для упорядочения данных взаимоотношений. В связи с этим подчеркивается важность таких способов регулирования информационно-телекоммуникационного пространства, как саморегулирование и программный код. Также предлагаются конкретные поправки к Конституции Российской Федерации, направленные на большее обеспечение информационных прав граждан. Rapid economic reforms and proper GDP growth in China has affected the regional development of Chinese provinces. This study aims to estimate the degree of economic and environmental disparities within Chinese provinces for developing policy recommendations of regional transformation. The reduced log-linear specification of endogenous growth model is used for the estimation of convergence rates within Chinese provinces. The empirical results prove that an increase of 1% in GDP per capita basic year reduces the economic growth rate by 0.1% in the reference year. This paper examines the economic relationships between oil price volatility and socially-economic development of 14 Organization of the Petroleum Exporting Countries (OPEC) using the annual panel data for the period 1990–2014 obtained from the World Bank (WB) statistical data sets.
