Abstract
The
Arctic
is
one
of
the
key
regions
in
relation
to
global
climate
change,
experiencing
radical
transformations
environmental
governance
as
well
challenges
terms
its
ecological
protection.

sea

many
sources
of
tension
between
the
People's
Republic
China
and
United
States
America.
In
Arctic,
relationship

competition
for
influence
as
well
cooperation
in
governance,

Arctic

Agreement.
The
prospect
further
creates
an
opportunity
a
new
"Arctic
exceptionalism,"
which
U.S.
could
move
towards
better
mutual
understanding.
