There are currently many sources of tension between the People's Republic China and United States America. In Arctic, relationship includes competition for influence as well cooperation in governance, such Central Arctic Ocean (CAO) Fisheries Agreement. The prospect further creates an opportunity a new "Arctic exceptionalism," which U.S. could move towards better mutual understanding. Doing so would benefit help improve bilateral relations more generally. For example, can work with other countries to research governance Ocean. Regional agreements commercial shipping deep-sea mining high-seas areas build on principles CAO Agreement while building trust shared commitment healthy Ocean, perhaps setting stage ambitious collaborative efforts.
