Rivers play a key role in regulating urban ecology, which can improve climate while slowing the heat island effect. Abstract In China, how to guide residents on actively participating in decision-making activities related urban settlement regeneration is critical and must be addressed. Referring the theory of planned behavior (TPB), combined with characteristics decision-making, external environmental factors affecting residents’ participation such activities, through impacting psychological factors, were determined by establishing structural equation model (SEM) conducting a survey. The guidance measures enhancing pressure providing information selected. Participation experiments designed, typical communities located development zone city center Harbin, China selected as experiment regions. Forty-eight subjects screened each experimental region divided into six groups; three participated regarding leading role representatives, communication, incentives, policy advocacy, technology popularization, case sharing.
