Abstract This article proposes an integration of the Narrative Policy Framework (NPF) with prospect theory to investigate how status quo and policy change are recounted in public debates. Abstract At global scale, the building sector accounts for 40% of total energy end use and almost 35% greenhouse gas emissions. The ‘energy efficiency first’ (EE1st) principle has become a key element of the European Union’s (EU) strategy to transition net-zero emissions energy system. This advocates prioritising solutions, such as building retrofits, when they cost less or provide greater societal benefits than traditional supply infrastructure, power plants. Despite its inclusion in EU Governance Regulation and recast Energy Efficiency Directive, implementation EE1st across Member States faces both conceptual practical challenges. research makes three main contributions: First, it provides thorough investigation theoretical foundations through combination literature review analysis, thereby integrating into broader clarifying implications for policymaking. Second, analyses quantitative effects using systems modelling cost-benefit analyses, examining balance between savings sector associated needs electricity, heat, hydrogen EU’s netzero transition.
