Despite its inclusion in EU Governance Regulation and recast Energy Efficiency Directive, implementation EE1st across Member States faces both conceptual practical challenges. research makes three main contributions: First, it provides thorough investigation theoretical foundations through combination literature review analysis, thereby integrating into broader clarifying implications for policymaking.
