Adaptive reuse of cultural heritage can be a valid strategy to recover buildings in state abandonment or underuse, as well implement the circular economy model cities and regions, contributing achievement climate objectives, social cohesion, wellbeing quality life, making more attractive, safe, sustainable resilient. The aim this paper is develop test an ex-ante evaluation methodology support participatory decision-making processes for adaptive according perspective. European cities have experienced rapid (and often conflicting) transformations that include, inter alia, the environment, economy, society, climate change, and access to affordable housing, with implications for their future development. Such dynamics were examined through photointerpretation (using kernel density estimation) via ArcGISPro spatial analyst tool. Despite the significant growth of literature on adaptive reuse, little is known about specific criteria unfolding throughout different phases reuse decision-making process.
