The
interplay
between
participation
and
protection
often
sits
in
tension
research
with
children
young
people
(CYP),
especially
on
topics
related
to
violence
abuse.
Drawing
upon
our
three
doctoral
projects,
which
involved
different
contexts

Co-produced,
Co-research),

the
imperative
balance
as
mutually
reinforcing

than

Abstract
For
over
a
decade,
UK
policymakers
have
responded
to
global
ambitions
protect
children
from
exploitation
and
other
forms
of
extra-familial
risks
harms
by
recommending
that
social
workers
coordinate
local
responses.
This
has
required
significant
shift
in
the
design
delivery
care
services.
In
this
article,
we
report
findings
three-year
Institutional
Ethnography
six
sites
used
three
innovation
frameworks
facilitate
shift.
We
identify
corresponding
points
progress
challenge
regarding
ability
these
create
systems
which
responses
were
reflective
dynamics
harm-type;
relational;
interagency.
While
site
illustrated
improvements
service,
challenges
indicated
an
absence
shifts
service
foundations.
By
discussing
our
dialogue
with
psychosocial
theories,
uncover
direct
relationship
between
day-to-day
practice
shortfalls
often
unseen
‘ruling
relations’
govern
safeguarding
Anglophone
countries.
At
time
when
further
policy
reform
is
anticipated,
draw
line
sand
recommend
national
international
looks
beyond
improvement
commit
system
foundations
effectively
safeguard
young
people
abused
their
homes.
