This research compares and contrasts the evolution of smart cities using a comparative analysis based on Data-Driven Smart City Index. China has already joined the ranks of innovative nations. Accelerating technological innovation to lead a green transformation in land use is an urgent requirement for promoting ecological civilization and, turn, driving high-quality economic development. This study examines urban data spanning from 2006 2021, focusing on cities classified at prefecture level or above. Employing Chinese Innovative City Pilot Policy (ICPP) as quasi-natural experiment, this utilizes super-efficiency Slack-Based Measure (SBM) model that incorporates undesirable outputs assess Green Land Use Efficiency (GLUE). Additionally, multi-period Difference-in-Differences (DID) model, combined with mediation effect employed evaluate influence innovation-driven policies GLUE. The findings are follows: (1) Although GLUE showed variability throughout period, it generally trended upwards, significant improvements noted eastern regions and coastal city clusters. (2) Innovation-driven have effectively enhanced GLUE, conclusion supported by extensive robustness tests. (3) heterogeneity investigation indicates ICPP’s impact more advantageous geographic locations, increased environmental awareness, strong market potential. The global urban expansion, with over half the population in areas, presents interconnected challenges such as pollution, poverty, inequality, ageing infrastructure, resource overconsumption, land use changes, biodiversity impact climate change. Addressing these demands ambitious actions targeting political, social economic systems for transformative theoretical framework guiding city transformation centres on an interdisciplinary approach influenced by Smart Green Transition. ‘15-minute city’ concept, emphasizing human scale experience, proposes that cities enable residents to meet daily needs within a short walk or bike ride. aim of this study was exploration its implementation Greek cities, particularly Thessaloniki, which reveals inherent characteristics supporting 15-minute concept.
