Introduction With industrial transformation and upgrading being essential to attaining sustainable growth, the pursuit of green development has grown in importance on a global scale. Methods This study employs sample dataset from 2011 2021, utilizing national Industrial Transformation Upgrading Zones (ITUZ) policy interventions 2017 2019 as quasi-natural experiment. Employing difference-in-differences approach, this paper investigates impact underlying mechanisms these policies technology innovation, well their heterogeneity across different urban contexts. Results The results indicate that ITUZ substantially improves innovation designated cities, conclusion persists multiple robustness assessments. Subsequent mechanistic research reveals financial enhancement structures are avenues for realization innovation. highlights policy’s significant eastern uniform demonstration zones, old cities. Discussion finishes with practical implications design, indicating it is extract share beneficial experiences pilot cities during establishment zones. It underscores synchronizing local characteristics investigate varied successful approaches advancing offers critical insights policymakers planners guiding transition older resource-based toward more environmentally friendly future.
