Abstract The digital economy is an essential engine of the innovation-driven development strategy and plays a valuable role in promoting high-quality regional economy. Based on panel data 286 cities mainland China with help strategic plans issued by local governments as quasi-natural experiment, we use multi-temporal double-difference (DID) method to examine impact urban innovation level. Findings show that can significantly improve After series robustness tests, such parallel trend test, updating sample period, repeated placebo innovation-driving effect generated remains significant. Results mechanism analysis indicate enhances level through upgrading industrial structures. In addition, find heterogeneity test has stronger improving quality innovation.
