In
the
context
of
formidable
challenge
posed
by
global
climate
change,
achieving
high-quality
and
sustainable
economic
development
has
become
a
topic
widespread
concern.
Since
signing
Kyoto
Protocol,
nations
worldwide
have
actively
engaged
in
fight
against
change.
As
largest
emitter
greenhouse
gases
globally,
China
introduced
series
low-carbon
policies
to
attain
its
sustainability
goals.
Based
on
panel
data
31
provinces
from
2005
2019,
this
paper
investigates
spatial
spillover
effects
carbon
Emission
Trading
Scheme
(ETS)
industrial
structure
upgrading
transmission
mechanisms
constructing
econometric
models
multiple
mediation
effect
model.
The
results
indicate
that
ETS
exerts
promotional
within
policy
pilot
regions.
However,
peripheral
areas
outside
regions,
there
exists
negative
effect,
inhibitory
is
stronger
than
effect.
Moreover,
consumer
technological
innovation
emerge
as
two
major
pathways
through
which
stimulates

Abstract
The
digital
economy
is
an
essential
engine
of
the
innovation-driven
development
strategy
and
plays
a
valuable
role
in
promoting
high-quality
regional
economy.
Based
on
panel
data
286
cities
mainland
China
with
help
strategic
plans
issued
by
local
governments
as
quasi-natural
experiment,
we
use
multi-temporal
double-difference
(DID)
method
to
examine
impact
urban
innovation
level.
Findings
show
that
can
significantly
improve
