Buildings
account

a
significant
share
of
global
energy
consumption
and
carbon
emissions,
making
deep
renovations
essential
climate
mitigation.
Renovation
passports
(RPs)
are
an
emerging
concept
still
in
the
early
stages
development,
designed
to
provide
structured
step-by-step
renovation
roadmaps
that
prevent
lock-in
effects
optimise
performance
over
time.
However,
their
large-scale
adoption
European
Union
(EU)
remains
limited
due
technical,
financial,
behavioural,
policy
challenges.
This
study
conducts
Systematic
Literature
Review
(SLR)
identify
key
strategies
successful
development
implementation
RPs
EU.
A
total
217
research
articles
from
Scopus
ScienceDirect,
along
with
99
EU
documents
16
Building
Performance
Institute
Europe
(BPIE)
reports,
were
analysed
assess
dimensions
RP
adoption.
Our
findings
highlight
role
digital
tools
like
Information
Modelling
(BIM),
building
logbooks
(DBLs),
one-stop
shops
(OSSs)
improving
usability
accessibility.
Financial
barriers,
such
as
high
upfront
costs
fragmented
funding,
require
harmonised
incentives,
green
loans,
contracting.
Behavioural
factors,
including
homeowner
awareness,
trust
services,
decision-making
complexity,
also
influence
underscores
need
stronger
integration
between
certificates
(EPCs),
improved
financial
instruments,
enhanced
stakeholder
engagement.
By
addressing
these
gaps,
this
provides
actionable
recommendations
policymakers
stakeholders
accelerate
contribute
EU’s
Wave
strategy
broader
neutrality
objectives.
