Once the BBNJ Agreement enters into force, its environmental impact assessment (EIA) provisions will apply to high seas marine protected areas (MPAs). This paper examines current treaties and practices within four MPAs finds that EIA established by United Nations Convention on Law of Sea (UNCLOS) are ambiguous. The Agreement, however, reflects a strong commitment improving laws in Areas Beyond National Jurisdiction (ABNJ). Despite this progress, several challenges may arise implementing Agreement’s MPAs. Abstract The oceans are a treasure trove of natural resources and an essential regulator the global climate. Objectives: Marine biodiversity and ecosystem services in the high seas are threatened by numerous stress factors caused human activities, including global shipping, high-sea fishing, marine plastic pollution, anthropogenic climate change. To address climate change and global biodiversity loss, the world must hit three important international conservation targets by 2030: protect 30% of terrestrial marine areas, halt reverse forest restore 350 Mha degraded deforested landscapes.
