Abstract As a source of diffuse pollution, land use/land cover (LULC) can have profound impacts on water quality. Accordingly, the importance managing land‐water nexus is often emphasized in rhetoric Integrated Water Resources Management (IWRM). Several authors, however, cautioned that this need frequently overlooked practice. This partly because stakeholders and policymakers are not equipped with clear accessible information about LULC resources consequent to manage both sustainable coordinated manner. Abstract Scenarios have emerged as valuable tools in managing complex human‐natural systems, but the traditional approach of limiting focus on a small number predetermined scenarios can inadvertently miss consequential dynamics, extremes, and diverse stakeholder impacts. Water reforms fail mainly because stubborn contextual constraints are not effectively considered. This study proposes a context-sensitive water governance assessment by designing comparative approach within case and making inductive analytic generalizations. China has been implementing a policy initiative termed sponge city development (SCD) since 2014 to address complex, interlinked water challenges, particularly flooding and runoff pollution, faced by urban under climate change.
