In
this
study,
we
address
the
challenge
of
balancing
sustainability
and
decision-maker
preferences
in
regional
development
location
selections.We
propose
a
multi-criteria
decision-making
framework
combining
Analytical
Hierarchy
Process
(AHP)
Fuzzy
Goal
Programming
(FGP)
to
evaluate
potential
sites.AHP
is
utilized
prioritize
criteria,
incorporating
both
quantitative
qualitative
factors,
while
FGP
allows
for
accommodation
uncertainty
conflicting
goals.Our
findings
reveal
that
integrated
approach
provides
robust,
systematic
method
identifying
optimal
locations
align
with
goals
stakeholder
priorities.The
analysis
revealed
following
satisfaction
levels:

80.4%,

79.3%,

Emission
