The recast of the Renewable Energy Directive (RED II) provides an enabling framework for "Renewable Communities" (RECs) that is being transposed into law by 27 European Union Member States June 2021. RECs are majority owned local members or shareholders who authorized to share energy within community, offering potential unlock private investment and financing renewable sources provide social benefits. However, successful implementation a just transition requires coupling technological solutions with more open decision making, based on sound analysis, knowledge engineering, spatial planning, science. 'Energy democracy' has evolved from a slogan used by activists demanding greater say in energy-related decision-making to term policy documents and scholarly literature on energy governance transitions. This article reviews the academic using combination of three methodological elements: (1) keyword searches major bibliographical databases for quantification purposes; (2) an innovative method referred as 'circulation tracing' assess impact; (3) in-depth discussion theoretical underpinnings, implications interconnections different parts literature. A conceptual framework is developed around divergent understandings 'energy democracy': process driven forwards popular movement; outcome decarbonisation; goal or ideal which stakeholders aspire. Strong governance is vital for developing environmental policies to promote renewable energy consumption and discourage nonrenewable sources. In this work, a model of an energy system based on photovoltaics as the main source and hybrid storage consisting short-term lithium-ion battery hydrogen long-term facility is presented.
