Yönetim olgusu, kendi içinde birçok fonksiyonu barındırır. Başkaları ile birlikte, önceden belirlenmiş amaçlara ulaşmayı hedefler. Bir sistemin varlığını, kurallar manzumesini, işbirliği ve ekip çalışmasını gerektirir. Yapıları değişkenlik gösterse de, bir tür bürokratik örgütlenme hiyerarşik yapıya da ihtiyaç duyulur. Statüler, konumlar, görevler bunları yapacakların unvan tanımlarına kadar belirlilik gerekir. Bunlar, genel yönetim disiplini için çok önemli hususlardır. Özelde kamu yönetimi bu türden bileşenleri içerir. Tarihsel süreç etkin oluşturma hedefleri hep var olmuştur. Kuramsal alt yapılar söz konusudur. Pratikte elde edilen kazanımlar vardır. Dolayısı oluşmuştur. Bunun fonksiyonları arasında ise planlama, organizasyon, yöneltme, koordinasyon denetim gibi süreçler yer almıştır. Farklı bakış açıları olmasına karşın; bilim, meslek sanat olma yolunda aşamalar kaydedilmiştir. Bu çalışma, anlamda gelecek perspektifine yönelik olarak hazırlanmıştır. ülkemizin değerlendirilmesi amaçlanmıştır. Çalışma, üç ayrı bölümden İlk önce, kavramı kapsamı ele alınmıştır. İkinci başlık, Türk disiplininin tarihi seyrine ilişkindir. Son bölüm yöneliktir. Burada, ayrıca değerlendirme yapılıp, perspektifi oluştulmuştur. sonuç öneriler tamamlanmıştır.

The rapid urbanization and pursuit of sustainability have elevated shared mobility as a cornerstone smart cities. Among its modalities, scooter-sharing has gained popularity for convenience eco-friendliness, yet it faces significant adoption barriers. This study investigates the challenges to systems within cities, focusing on Silesian region Poland case study. It aims identify region-specific barriers opportunities in Central Eastern Europe provide insights into long-term development trends potential challenges. Using comprehensive statistical methods, including factor analysis regression models, this identifies key such insufficient bike paths, poor path conditions, inadequate signage, fleet maintenance issues, complex rental processes. External factors like adverse weather heavy traffic, coupled with health safety concerns, further hinder adoption, particularly among vulnerable populations. Additionally, explores future scooter-sharing, emphasizing role advanced technologies, adaptive urban planning, sustainable management ensuring feasibility. Drawing global studies, underscores need tailored infrastructural investments, management, user-centric policies align city goals sustainability, accessibility, improved mobility. The JAKI (Jakarta Kini) application, launched by the DKI Jakarta Provincial Government as part of Smart City initiative, has become an innovative solution in improving public service quality Jakarta. This application integrates various services into a single digital platform, enabling citizens to access more easily, quickly, and transparently. aim this study is analyze effectiveness efficiency delivery, well evaluate whether its implementation aligns with principles New Public Service concept Open Innovation. research adopts qualitative descriptive approach gathering data from sources such articles, government reports, related literature reviews. findings show that successfully enhanced accessibility, citizen participation, transparency services, but it still faces several challenges, divide, technical issues, uneven literacy across different societal groups. With rapid urbanization exacerbating the challenges in resource allocation, environmental sustainability, and infrastructure management, City Information Modeling (CIM) has emerged as an indispensable digital solution for smart city development. CIM represents advanced urban management paradigm that integrates Geographic Systems (GISs), Building (BIM), Internet of Things (IoT) to establish a multidimensional framework comprehensive data intelligent decision making. While existing research primarily focused on technical architectures, governance models, application scenarios, systematic exploration CIM’s data-driven characteristics remains limited. This paper reviews evolution from data-centric view introducing systematically examines lifecycle, including acquisition, processing, analysis, support. Furthermore, it explores key areas such transportation twin cities, emphasizing its deep integration with big data, artificial intelligence (AI), cloud computing enhance services. Despite advancements, faces critical challenges, security, privacy protection, cross-sectoral sharing. survey highlights these limitations points out future directions, adaptive infrastructure, ethical frameworks governance, decision-making systems leveraging multi-source heterogeneous emerging technologies AI blockchain. The rapid urbanization trend underscores the need for effective management of city resources and services, making concept smart cities increasingly important. This study leverages IMD Smart City Index (SCI) dataset to analyze rank worldwide.
