Climate change related natural hazards cause significant suffering and economic damage. The aftermath of losing one's home leaves people facing difficult decisions. Resettling those affected by flood disasters remains a complex uncertain process. This study aims to shed light on the factors influencing decision choose post-flood public houses (PFPH) in flood-prone areas. Using stated preference (SP) survey conducted floodplains Southern Pakistan, this research analyzes impact policy variables conjunction with latent psychometric people's choices. A hybrid choice model (HCM) is developed assess influence two variables: risk perception place attachment. findings indicate that individuals higher are more inclined PFPH, whereas stronger attachment tend opt for rebuilding their at same location. Compensation PFPH was observed have positive while distance from village center, reflecting how far they would be relocated current had negative choosing PFPH. calculation willingness-to-accept measures confirmed every 1 KM increase respondents require additional compensation PKR 24,558.45 (approximately $87.28). Disputes between government authorities and high-risk communities about community relocation following disasters are not new. Nevertheless, there remains a limited understanding of factors affecting people's decisions whether to relocate from hazard zone, particularly in the Indonesian context. Through experience Pelemsari community, culturally distinct near Mt. Merapi that once was located less than five km volcano crater, this article attempts explain why differed neighboring by abandoning its previous resistance after an unprecedented eruption 2010. To behavior change, study used hermeneutic phenomenology, methodology rooted people-place relationship specifically unfold meaning structures lived experience. Data were collected using semi-structured interviews, field observations, document reviews. The results showed strong place attachment affected residents' decision uphold unity with their neighbors, select site is outside zone but close former location, engage collective action pressured issue legal certificates homes. The deterioration of the living environment caused by earthquake is main migration motivation residents in area secondary disaster, and their intention one most important factors affecting residents' happiness. This paper uses 957 effective survey samples from 12 geological disaster areas after Wenchuan to research its influencing factors. It can be found that 45.2% are willing migrate, which means they have an instinctive reaction profit-seeking harm-avoiding, but it has not become a realistic choice. Investigation facts results show response harm-avoiding drives make different choices. where disasters occur affected only such as debris flow, landslides, collapse, also many life convenience, family income, expectations for future life, gender, education level, psychological feeling. improved optimization economic conditions brought about success post-disaster reconstruction made vast majority people more confident disaster-stricken areas, choose stay those areas. will provide policy suggestions local social governance system helpful improve ecological livability happiness earthquake-stricken area.
