Abstract Owing to the rapid spread of COVID-19 pandemic, accurately determining true global infection count has become an exceedingly challenging endeavor. In this context, our study delves into spatial spillover analysis cases and assesses impact containment policy stringency on these spillovers. Furthermore, we explore extent under-reporting at a country-specific level. To account for diverse dependencies, employ semiparametric autoregressive model in which coefficients are smooth unknown functions countries' indices. Country-specific under-reporting, represented as one-sided deterministic function exogenous variables, is estimated using sieves method. Our relies data spanning from 2020 2021 57 countries. We have discovered that spillovers exhibit significant variations different levels stringency. Moreover, number infections be 1.38 17.12 times higher than reported cases. These results align with prior research bear implications improving precision reporting managing effects effectively. JEL Classification No.: C23, C14, I18.
