With multiple blue crises unfolding, momentum exists to develop and implement transformative marine governance approaches towards sustainable use of our oceans. Such will only be when they foster reflexive that questions changes existing values structures power governance. Yet, we lack understanding how change relates reflexivity. This article takes an actor perspective conceptualises reflexivity through three elements: (1) the trigger leads (2) processes single, double triple loop learning reflection, (3) capacity enact change. Circular agriculture is increasingly seen as a way to produce food while respecting planetary boundaries. The buzz around circular results in wide variety of initiatives and experiments aimed at implementing circularity practice. So far, no studies provide systematic overview ways which implemented practice the associated transformative potential. aim this study, therefore, analyse potential within regional context. Abstract Urgent change is required in the governance of ocean spaces to contend with increasing presence and impact human activities, solution which often labelled a ‘transformation.’ While diverse interpretations this concept exist across academic disciplines, grounded exploration subject those involved has not been undertaken critical gap practical implementation concept. Transformation as a concept is positioned solution to diverse societal and planetary crises; however, increasing diversity in the demands for transformation have led different interpretations of how should be achieved practice.
