With multiple blue crises unfolding, momentum exists to develop and implement transformative marine governance approaches towards sustainable use of our oceans. Such will only be when they foster reflexive that questions changes existing values structures power governance. Yet, we lack understanding how change relates reflexivity. This article takes an actor perspective conceptualises reflexivity through three elements: (1) the trigger leads (2) processes single, double triple loop learning reflection, (3) capacity enact change. Building on duality structure agency, argue actors are able by changing their policy practices arrangements embedded in. These can in turn lead political modernization, i.e. structural transformation within domain society. also result across arrangements. However, is a process both enabled constrained structures, does not happen automatically. We therefore conclude require deliberation, contestation learn break vested interest, discourses structures.

Circular agriculture is increasingly seen as a way to produce food while respecting planetary boundaries. The buzz around circular results in wide variety of initiatives and experiments aimed at implementing circularity practice. So far, no studies provide systematic overview ways which implemented practice the associated transformative potential. aim this study, therefore, analyse potential within regional context. Therefore, aimed identify, through 24 expert practitioner interviews, what exactly transformation means context governance, how it can be achieved leverage approach. reactions perceptions were mixed, several definitions identified, ultimately hinging on incremental radical define character. Transformation as a concept is positioned solution to diverse societal and planetary crises; however, increasing diversity in the demands for transformation have led different interpretations of how should be achieved practice. This article explores results three-year mixed-methods study, which included literature review, semi-structured expert practitioner interviews, two case studies motion. Using inductive analytical processes, distinct often conflicting emerged, this positions typology visually understand delineate between transformation.
