This study addresses the critical gap between academic training and competency demands of maritime logistics port management sector. Using a mixed-methods approach, it integrates benchmarking postgraduate programs from leading universities, interviews with 15 stakeholders representing diverse industry profiles, an in-depth curriculum analysis. The research identifies categorizes essential technical, management, interpersonal competencies, culminating in development Competency Matrix to guide alignment curricula requirements. Background: Scholarly literature indicates a slow pace at which maritime ports fully embrace digital transformation (DT). The reasons to this are largely anecdotal and lack solid empirical grounding. This inhibits an overall understanding of DT’s tenets the development evidence-based policies targeted actions. Methods: study deployed qualitative case strategy unpack challenges undertaking DT through lens principal-agent theory (PAT). Results: Analysis data collected 13 semi-structured interviews from port’s value chain stakeholders revealed five thematic that contradict successful implementation DT. These included interagency constraints system ownership tussles; sabotage prevalent corruption; human agency in port operations; cultural constraints; political influence on governance. Conclusions: To address these challenges, proposes four-stage empirically grounded framework guides both practitioners policymakers endeavors. includes: (1) mapping, (2) stakeholder engagement, (3) resource mobilization, (4) effective monitoring. Based on data from A-share listed companies 2007 to 2021, this study constructs an enterprise resilience index using the entropy-weighted TOPSIS method. On basis, impact of digital transformation is examined through empowerment theory. The empirical results indicate that significantly enhances resilience, a conclusion remains valid after series robustness tests. Mechanism analysis reveals by reducing agency costs, increasing information transparency, and alleviating financing constraints. Heterogeneity shows micro-characteristics enterprises, such as stage life cycle factor intensity, well macro-environmental factors like regional intellectual property rights protection industry competition level, have differential impacts resilience-enhancing effects transformation. Purpose This study aims to determine the key indicators affecting resilience of construction supply chain flooding and calculate urban in three cases city.
