Emergency scenario characterization and analysis is an essential approach to describing understanding the future development of emergencies assisting in response decision-making. This paper aims develop a method for emergency evolution scenario-based way improve “scenario response” A systematic conceptual framework (ESE) has been developed based on domain knowledge management disaster system, combined with representational ability element model. In addition, modelling ESE generalized stochastic Petri net (ESEGSPN) proposed depict evolutionary uncertainty through basic control flow optimize parameter using fuzzy theory. Finally, COVID-19 pandemic used as case study show how ESEGSPN works. The results indicate that can simulate process, identify critical states trigger actions, present trend typical elements, assist decision-makers deploying more targeted responses dynamically changing situations.
