The transformation and upgrading of resource-exhausted cities are crucial for regional sustainable development, but how to help them overcome innovation challenges remains be explored. Based on data from 2003 2016, this study used a difference-in-differences (DID) method examine the impact China’s support policy urban tests long-term mechanisms. results indicate that significantly enhanced levels. mechanism showed these policies promoted through mechanisms increasing marketization industrial structures. Further analysis revealed innovation-promoting effects were more significant in located eastern region, those not dependent coal, with low reliance extractive industries, favorable talent environment. findings suggest government should provide achieve transformation, upgrading, development innovation.
