This article examines the impact of heterogeneous environmental regulations on urban green innovation using panel data from 285 prefecture-level cities in mainland China 2008 to 2019. From perspective patents, this utilizes a two-way fixed-effect model and mediation effect examine mechanism China. Results show that development is relatively slow can be easily influenced by national policies. More specifically, relationship between command-based regulation presents an inverted non-linear U-shaped model, whereas market-based voluntary positive model. Further investigation concludes progression regional primarily accelerated technological development, effective energy allocation, industrial structural upgrading.
