Abstract
Arid
regions

scarcity
and
availability
issues

growing
pressure
by
rapid
consumption.
Determining
the

driving
forces

to
rising
demands

for
developing
a

Virtual
water
flows

production

address

challenge,
the
Chinese
government
has
taken
steps
towards
implementing
a
nationwide
reform
pricing
to
accelerate
more
sustainable
management
of
resources

multiple

irrigation
charging
