With the rapid development of digital economy, understanding relationship between economy and environment is increasingly important for sustainable development. As major producers in the national economy, industrial enterprises bear great responsibility for carbon emissions. A smart city pilot policy (SCPP) with innovative advantages and environmentally friendly features provides a feasible way to scientifically achieve emission reduction targets while maintaining growth. However, there is lack of specific understanding microscopic mechanisms policy. Thus, based on data A-share listed firms from 2009 2018 China, this study explores impact mechanism SCPP CO2 emissions time-varying DID methodology mediating effect model. The results demonstrate that can curb China by 23% strengthening intensity environmental regulation promoting green technological innovation. Further analysis indicates resource allocation efficiency only works low-carbon industries, not high-carbon industries. In addition, heterogeneity test suggests pronounced non-state-owned (non-SOEs), resource-based cities eastern China. This paper significance providing theoretical practical implications making rational use policies improve performance enterprises.
