As major producers in the national economy, industrial enterprises bear great responsibility for carbon emissions. A smart city pilot policy (SCPP) with innovative advantages and environmentally friendly features provides a feasible way to scientifically achieve emission reduction targets while maintaining growth. However, there is lack of specific understanding microscopic mechanisms policy. Thus, based on data A-share listed firms from 2009 2018 China, this study explores impact mechanism SCPP CO2 emissions time-varying DID methodology mediating effect model. The results demonstrate that can curb China by 23% strengthening intensity environmental regulation promoting green technological innovation. Further analysis indicates resource allocation efficiency only works low-carbon industries, not high-carbon industries. In addition, heterogeneity test suggests pronounced non-state-owned (non-SOEs), resource-based cities eastern China. This paper significance providing theoretical practical implications making rational use policies improve performance enterprises.
