To transform urban areas into smart cities, various technologies—including software, user interfaces, communication networks, and the Internet of Things (IoT)—must tackle complex sustainability resilience issues. This study aims to investigate challenges rapid population growth explore how Information Communication Technologies (ICT) can be utilized foster development cities. Specifically, it seeks understand integration ICT contribute enhancing resilience, promoting sustainability, improving citizens' quality life. The relied on a literature review, appraisals fifteen (15) different Smart City software applications their characteristics (spanning domains, including data analytics, (IoT), mobility, energy management, citizen engagement platforms, all related resilience), thirty (30) case studies cutting across resilience. Abstract The utilization of Sustainable Urban Drainage Systems (SUDS) as Nature-based Solutions (NBS) holds significant promise for enhancing resilience against climate change-induced flooding and promoting community well-being in urban areas Sub-Saharan Africa. While existing research predominantly emphasizes technical aspects within the NBS framework, understanding socio-governance dynamics at level is equally imperative, particularly given decentralized nature SUDS. This study aims to complement prevailing focus by examining social dimensions governance related SUDS implementation. Through a literature review, key determinants structure influencing successful management are identified, categorized into actors, resources, discourses, rules engagement. An innovative assessment framework comprising 65 indicators proposed evaluate these determinants, offering comprehensive tool scholars practitioners. By integrating considerations practices, this seeks inform policy formulation strategies tailored African cities, facilitating equitable participatory stormwater initiatives crucial addressing change challenges.

Urban coastal communities are among the most vulnerable to flood hazards, with these threats set increase under climate change. Knowledge of how uncertainty shapes passive or proactive local decision-making processes adaptation remains sparse – significant potential inform resilient and sustainable futures. To understand decision dynamics, we developed a serious game simulate governance roles, resources, assets involved in managing risk uncertain scenarios. Using data on actions workshops conducted Philippines, identify three distinct archetypes collective decision-making: (1) Hierarchical Alliances; (2) Passive Enthusiasts (3) Deliberative Strategists. We then examine respond situational, temporal, choice, outcome uncertainties present change scenarios, uncovering six strategies used act, reduce, supress, forestall uncertainties: (a) resource sharing; (b) coordination; (c) early action; (d) mobilising values; (e) transferring accountability; (f) balancing. This paper explores the intersection between transformative resilience and just transitions, two increasingly significant frameworks in context of environmental socio-economic adaptation. Applying a systematic literature review, this examines how these concepts are defined identifies both overlapping non-overlapping dimensions within existing literature. The analysis then shifts to consider role welfare state policies reinforcing connections. Purpose Institutional change (IC) programs in the public sector are often driven by sustainability and digitalisation as contextual factors, contributing to development of digital sustainable governance (DSG) systems. This study aims explore longitudinal impact ICs on DSG advancements. Design/methodology/approach We collected analysed data 200 organisations two European countries conducted a analysis, focusing Union-funded IC programs. Findings Results show that steps towards (DG) demonstrably linked environmental efforts, EU-funded could have long-term positive environmentally Europe. Findings, however, highlight unbalanced nature governance, policy-related conditions activities seem be overemphasised. In-depth interviews with Australian urban planners identified barriers to and facilitators of climate change action across Janin Rivolin’s model planning systems, categorizing them against Healey’s theory transformations in governance.
