Digital post-disaster risk management twinning: A review and improved conceptual framework DOI Creative Commons

Digital Twins (DT) is the real-time virtual representation of systems, communities, cities, or even human beings with substantial potential to revolutionize post-disaster risk management efforts and achieve resilient communities against adverse effects disasters. However, this remains largely unrecognized poorly understood in disaster management. This study explores current achievements, existing challenges, untapped DT management, accordingly, proposes an improved twin-based framework. paper employs a systematic literature review approach focusing on digital twinning (DPRMT) derived from two databases: Scopus Web Science. After screening process exclusion criteria, final analysis synthesizes findings selected set 96 papers. The results revealed that previous studies are not beyond only providing general statements about DT. There need for diverse data collection methods, considering demographic financial aspects, understanding social dynamics, employing dynamic models, recognizing interconnected giving due attention often-neglected recovery phase. comprehensive DPRMT concept framework leveraging decision-makers holistic efficient offers real-time, detailed, data-driven modeling solutions insights into disaster-affected areas communities. It also helpful optimize response planning, resource allocation, scenario testing by capturing complex behaviors systems entities often overlooked studies.

Abstract This article proposes a framework of linked software agents that continuously interact with an underlying knowledge graph to automatically assess the impacts potential flooding events. It builds on idea connected digital twins based World Avatar dynamic create semantically rich asset data, knowledge, and computational capabilities accessible humans, applications, artificial intelligence. We develop three new ontologies describe link environmental measurements their respective reporting stations, flood events, impact population built infrastructure as well environment city itself. These coupled are deployed dynamically instantiate near real-time data from multiple fragmented sources into Avatar. Although we showcase strength this technology in context flooding, our findings suggest system-of-systems approach is promising solution build holistic for various other contexts use cases support truly interoperable smart cities.

Digital twin-based resilience management systems are essential for improving urban flooding resilience, enabling lifecycle-oriented emergency as a continuous process rather than discrete phases. However, to the best of our knowledge, currently, there lacks system framework supporting development an digital twin (UFDT) platform capable managing events across entire lifecycle. This UFDT is required (1) accommodate model-generation methods/tools preparing what-if scenarios, (2) support readiness simulations and evaluations, (3) coordinate various collaborative prevention intervention services from different stakeholders in response any emergence, (4) monitor forecast risks recovery phase. To fill this gap, paper, new developed based on user-centred product design with consideration above requirements. It has two key components: conceptual model, generative methodology its rapid construction/updating/adaptation varying levels detail.
