The construction industry faces the rising challenge of circularity, and digital transformation emerges as a pivotal solution. However, limited stakeholder involvement impedes adoption transformation. existing literature does not analyze stakeholders' perceptions digitalization barriers. Public–private partnership (PPP) infrastructure projects have attracted attention over the past few years. In this regard, selection of private partners is an integral decision to ensure its success. The process needs identify, scrutinize, and pre-qualify potential that sustain greatest in delivering designated public–private projects.
