The study is aimed at highlighting the theoretical and practical aspects of use big data in public administration system on example Ukraine. used various works scientists dedicated to peculiarities using system. results global rankings (Open Data Barometer; Global Government Forum) from information analytical agency Statista were also used. The threat of anthropogenic carbon emissions and the consequent climate risk at global level has led to a noticeable surge in academic research area. However, literature primarily witnessed mushrooming growth with limited attempts systematize or synthesize mass evidence running multiple directions. Such fragmented accumulation insights can lead confusion potential neglect crucial discussions. Our study addresses this deficit consolidated area by focusing on neutrality (CN), which embodies response for mitigating serious consequences harmful emissions. The maritime industry is facing increasing challenges due to decarbonization requirements, trade disruptions, and geoeconomic fragmentation, such as International Maritime Organization (IMO) sets out clear framework reach net zero emissions by 2050, Russia-Ukraine war disrupted activities in the Black Azov seas, increased tensions between United States China. To enhance their sustainability, operational efficiency, competitiveness, organizations are therefore very keen build big data analytics capability (BDAC). However, various barriers, mean that only a handful able do so. We adopt mixed-method approach analyze these barriers. Thematic analysis used identify five categories of barriers 16 individual based on empirical collected from 26 organizations. These then prioritized using analytic hierarchy process (AHP), followed total interpretive structural modelling (TISM) understand interrelationships. Integrating AI and blockchain technologies holds significant potential for enhancing e-governance, particularly in improving predictive policy execution within smart cities. This study conducts a comprehensive review bibliometric analysis of existing literature to identify trends, key publications, research gaps. Using peer-reviewed articles indexed by Scopus published between 2019 2024, we observe rise output, focusing on the separate applications e-governance. Key themes identified include enhanced transparency, efficiency public services, concerns related data privacy. However, our uncovers clear gap empirical studies addressing combined use technologies. The coupling map reveals central clusters around “smart city” “blockchain,” while topics such as “sustainability” “climate change” show impact, highlighting their relevance governance. Objective: This research aims to evaluate the effects of digital government initiatives on generating public value, with a specific focus boosting citizen engagement in Ho Chi Minh City, Vietnam. Purpose This paper contributes to the field of public services’ performance measurement systems by proposing a benchmarking-based methodology that improves effective use big and open data in analyzing evaluating efficiency, for supporting internal decision-making processes entities.
