Abstract Defined by threat, urgency, and uncertainty, crises produce opportunities for government leaders to exploit create meaning around their policy decisions in such unstable circumstances. In narrating preferred solutions, one of the tools governments can use is relying on evidence‐based information. However, some studies have also stressed importance recovering emotional inputs when directing public toward compliance. Based upon this premise, we first propose an original typology intersecting evidence/emotions with loss/gain‐framed narrative dimensions, enriching analytical available Narrative Policy Framework (NPF), especially it applied studying interpreting formulation narratives times crisis. We then a set expectations that are empirically tested against strategies concerning vaccination campaign during COVID‐19 crisis two European countries, Italy France. By taking into account official statements executive health ministers, they been analyzed through Discourse Network Analyzer (DNA) software, incorporating our NPF coding scheme. The analysis shows tracing leaders' back evidence/emotion gain/loss dimensions allows more nuanced differences emerge not immediately observable resorting standard categories. Indeed, although stories told countries broadly similar terms characters moral story, emotion‐based prevail both contexts, observe greater overall admonitions scaring tactics France than Italy. Moreover, looking at evolution over time, stability gain‐framed Italian case seems less consistent progressively intrusive nature solutions adopted government.

Abstract Vaccination has emerged as the most anticipated intervention to mitigate spread of virus. However, vaccine hesitancy remains a pervasive issue, and few studies have explored link between external policy psychological factors impact on hesitancy. This study categorizes interventions into three types: media interventions, reminder service proposes integrating Stimulus-Organism-Response (SOR) framework secondary risk theory explore integration in receivers’ willingness reactions (n = 6532). Using survey dataset collected China, employs structural equation modeling (SEM) analyze relationships these strategies, individual cognitions, COVID-19 The results show that from formal news sources, reminders family members, educational campaigns about vaccines significantly enhance vaccination willingness. Conversely, via telephone material incentives little no positive effect. also finds confidence perception influence willingness, while pandemic does not. These findings provide valuable insights for policymakers designing effective strategies combat promote during pandemic.
