This is a study of the dynamics partisan polarization in United States. Abstract Interstate compacts are formal structures through which multiple states work together towards a common goal or shared agenda. Previous research on focuses almost exclusively the decision to join compact, leaving questions post‐formation diffusion patterns unexplored. We use unique case of three interstate that form simultaneously around same issue—the COVID‐19 pandemic—to test how policy diffuses within compacts. employ novel methodology, network event history analysis (NEHA), determine role compact membership in activity. find member no more active adopting than non‐members, but non‐member free ride when making their own adoption choices. serve establish members as leaders, non‐members' adoptions strongly driven by members. also be state ideology.
