ABSTRACT Hegemonic digital transformation for development (DX4D) initiatives, global initiatives concerning the public sector, function as a contemporary ‘anti‐politics machine’. This is evidenced by extractive and surveillant dynamics surrounding these initiatives' core projects, such infrastructures. Despite being policy initiative focusing on bureaucratic reform infrastructural development, hegemonic DX4D are usually presented technocratic depoliticised transformations, obscuring value‐extractive dynamics, network paradigms, control mechanisms emerging around them, especially sovereignty. The development of digital platforms is seen as a tool to promote inclusion and foster collective action, particularly for smallholder farmers in the Global South. However, rise platformization has given large organizations control over these platforms, raising concerns about whether innovations are truly benefiting farmers. This study examines platform practices Ghana's farming sector, drawing on concepts such datafication surveillance capitalism. Evidence suggests that operators have gained more from technologies than they aim support. Numerous – enabled by donor projects, accelerators, startups collect extensive data through GPS, drones, surveys, mobile apps. These risk creating new forms extractivism surveillance. provides policy recommendations outlines future research directions address challenges.

Shaping how information and communication technology (ICT) adoption supports sustainable development has become a major challenge for countries worldwide. The concept of digital ecosystem recently prevalent among organizations to aid diagnoses guide actions addressing that challenge. However, not only are there various ways in which is conceptualized, but its meaning also blurred with earlier uses business studies. Against this backdrop, the present paper takes stock come be used as tool describe state ICT understand impacts on outcomes. This editorial advances the point that a dialectic of oppression and liberation, implicit in multiplicity objects Information Communication Technology for Development (ICT4D) research, qualifies as distinctive feature present future ICT4D field. builds on Qureshi's argument notion 'digital transformation development' plays twofold role, at intersection between enhancement human capital intensification over structurally silenced groups. First I illuminate traits they are reflected research debates field has recently engaged. then reflect how papers this issue portray dialectic, same time joining long-standing themes research.

The global digital divide is sometime presented as the primary obstacle to developmental convergence between world regions. On other hand mobile phone and internet technology are at times seen transformative innovations that dissolving this development divide. Through secondary data (such on usage from Internet World Stats) case exemplars, of money gig economy, paper argues not case; primarily because new information communication technologies used mostly for consumption, rather than production, if they value capture often low. Consequently 'digital divide', its partial dissolution, perhaps better characterized phases an 'ICT product consumption diffusion cycle', facilitated by technological embedding convergence. provides background substantiates argument then explores potential a deep transformation (DDT) in Global South.
