ABSTRACT Hegemonic digital transformation for development (DX4D) initiatives, global initiatives concerning the public sector, function as a contemporary ‘anti‐politics machine’. This is evidenced by extractive and surveillant dynamics surrounding these initiatives' core projects, such infrastructures. Despite being policy initiative focusing on bureaucratic reform infrastructural development, hegemonic DX4D are usually presented technocratic depoliticised transformations, obscuring value‐extractive dynamics, network paradigms, control mechanisms emerging around them, especially sovereignty. The anti‐politics machine refers to extending reach of state non‐state actors into systems while actors' advancement ideologies use coercive supplant strategic interests powerful over value. ‘DX4D machine' concept examines how operationalised through humanitarian with implications governments, governance, well‐being. machine’ empirically examined qualitative case study several large‐scale foundational projects in Uganda. machine's many Global South countries examined, its conceptual contribution discussed.

The development of digital platforms is seen as a tool to promote inclusion and foster collective action, particularly for smallholder farmers in the Global South. However, rise platformization has given large organizations control over these platforms, raising concerns about whether innovations are truly benefiting farmers. This study examines platform practices Ghana's farming sector, drawing on concepts such datafication surveillance capitalism. Evidence suggests that operators have gained more from technologies than they aim support. Numerous – enabled by donor projects, accelerators, startups collect extensive data through GPS, drones, surveys, mobile apps.
