Innovation, low energy buildings and intermediaries in Europe: systematic case study review DOI Creative Commons

As buildings throughout their life cycle account for circa 40% of total energy use in Europe, reducing the building stock is a key task. This task is, however, complicated by range factors, including slow renewal and renovation rates buildings, multiple non-coordinated actors, conservative practices limited competence to innovate. Drawing from academic literature published during 2005–2015, this article carries out systematic review case studies on low innovations European residential sector, analysing drivers. Specific attention paid intermediary actors facilitating innovation processes creating new opportunities. The study finds that qualitative has been limited, particularly regarding existing stock. Environmental concerns, EU national local policies have drivers; financial, knowledge social sustainability equity drivers modest importance; while design, health comfort market played minor role. Intermediary organisations individuals important through five processes: (1) individual projects, (2) niche markets, (3) implementing housing stock, (4) supporting business model creation (5) post-construction. intermediaries included both public private authority agents acted as several cases.
