Abstract The Ukraine crisis brings European Union (EU) refugee policy into the spotlight. Temporary protection for Ukrainian refugees was granted under Directive 2001/55/EC—a directive that had never been applied until 2022. This article seeks to explain why a not used 20 years now applied. Our argument rests on liberal intergovernmentalism: Conflicts between countries with high and low migration pressure dominated negotiations in Council of Ministers. These intergovernmental conflicts were solved but built wording Directive. Each attempt apply triggered new round conflict. However, crisis, cost–benefit calculation hitherto opposed application changed, because they received most refugees. Hence, window opened, Commission could use old ‘dormant’ legislation further integration.

Abstract Several scholars have observed persistent gaps between policy responses to complex, ambiguous and politicized problems (such as migration, climate change the recent Covid-19 pandemic) evidence or ‘facts’. While most existing explanations for this ‘evidence-policy gap’ in migration field focus on knowledge availability use by policymakers, article shifts processes of formation, exploring questions what counts ‘evidence’ policymakers are sources information that shape their understandings issues. The politics of multi-level migration policymaking: a network-centred perspective DOI

This article develops and applies an innovative methodology based on social network analysis cluster to analyze the organization of policymaking relations in multi-level political systems, focusing migration policy field. The 2020 New Pact on Migration and Asylum confirmed the continuity of EU its Member States’ largely repressive approach to migrant smuggling. Over last few years, evidence-based inputs coming from local level – particularly actors responsible for implementation anti-smuggling measures have led assessment review related penal framework. Yet, notwithstanding emergence several critical elements, calling a re-definition such framework as migrants accused being smugglers criminalisation humanitarian –, policy outputs not altered existing legislation. Abstract Coordinative Europeanisation is a powerful frame to explain the rapid response of EU institutions in times permanent emergency. So far, though, little known about sub-national actors’ role this process. Moving away from state-centric approach, article investigates actors through case study digital provision services asylum seekers. Given field’s high salience and nature, elucidates critical European actors, particularly at municipality level, accelerate refugees.
