This special issue argues for a more complex understanding of migration policy 'beyond Fortress Europe'. It advocates twofold approach that (1) historicizes the domestic contexts governance across Middle East, North, West and Central Africa; (2) unpacks conflicts, internal contradictions coalitions within communities in these four regions. In this introduction we outline empirical conceptual contributions to calls putting 'the South' centre stage studies recent work on border externalization countries 'origin' 'transit'. On one hand, articles analyse how trans/national historical legacies state formation mobility politics shape actors' priorities, discourses behaviours around control until today. At same time, they delve into heterogeneity what is often simply referred as 'local authorities' or 'domestic civil society' highlight tensions also unexpected alliances among local, national international actors participating governance. Bolstering Autocracy, Hindering Democracy: Local Stakeholders’ Perspectives on the Effects of EU Migration Policy Externalization in Morocco DOI

This article explores how the European Union's (EU) externalization of migration policies affects democratization in Morocco, drawing on perspectives local stakeholders, including government officials, civil society actors, and frontline bureaucrats. While EU frames its partnership with Morocco as grounded shared normative values, findings show that (control) priorities often take precedence over democratic reforms. Using a multilevel theoretical framework combines structural factors (linkage, leverage, organizational power) agency domestic actors (gatekeeper elites street-level bureaucrats), analysis identifies three key dynamics: prioritization control progress, consolidation Morocco's authoritarian power through bargain, marginalization migrants, intensifying their repression curtailing capacity to advocate for change. Based qualitative fieldwork, this study highlights these redistribute resources ways bolster autocratic structures hinder reform. By focusing lived experiences sheds light EU's approach can inadvertently undermine Morocco.

Over Land and Sea: NGOs/CSOs and EU Border Externalisation Along the Central Mediterranean Route DOI

This paper looks at the Central Mediterranean Route, and assesses relationship between migration-related NGOs/CSOs EU border externalisation in this liminal, transnational, mobile spatial configuration. In so doing, it introduces notion of anti-externalisation, with its variants counter-externalisation counter-delocalisation, identifying relevant practices among NGOs/CSOs. The further explores connections anti-externalisation activities on land sea, analyses how different spaces, places contexts along Route impact terrestrial maritime environments, their political legal specificities, provide opportunities for obstacles to both policies practices. can accept or oppose constraints, exploit place-specific opportunities. Points of political crisis in Myanmar's history have been the catalyst for forced migration, and Thailand-Myanmar border has, decades, a site significant border-crossing. Abstract The apparent transition underway from a trans-Atlantic, liberal world order to one of multiple, overlapping orders has caused much policy, scholarly, and public anxiety. In tandem with this structural development, in the field international relations (IR), heated contests are between alternative visions how read transformation. introduction special forum, we outline an approach for grappling these dynamics. Our overarching question is: How make sense emergent regional imaginaries, ways that they interlock, implications IR theory practice? To begin answering, first challenge increasingly widespread view return great power politics—or what call “great game” vision multipolarity—is only or best register which emerging patterns. To stop refugees and migrants, states have enlisted neighboring third countries to act as buffers, thereby outsourcing border security. With many sub-Saharan migrants transiting North Africa, these regimes there increasingly served the EU's gendarme. This article examines the potential of adopting a decolonial-intersectional approach to reorient field EU border externalisation better analyse (neo-)colonial, racist and gendered nature bordering processes, as well their structural, psychological, physical violence against black migrants from Global South. There is an increasing call for addressing the Eurocentrism of research on external dimension European Union (EU) migration and border policies practices.
