The article is devoted to the assessment of digital inequality in regions Russia. authors have developed a comprehensive index based on concept three levels inequality. A method conducting level-by-level with subsequent integration results into single complex proposed. Three groups statistical indicators were used for assessment. first characterizes features population’s access technologies, second—the skills using Internet, and third—the effectiveness its use real life. Based calculations performed, maps constructed territory study made it possible compare level across subjects Russian Federation, identify highest lowest inequality, draw conclusions about causes affecting computer literacy population regions. revealed that there are infrastructure problems remote regions, economic constraints among low-income groups, lack rural populations older age groups. Some such as Chukotka Autonomous Okrug, show high despite low development. In other North Caucasus, poor development, literacy, efficiency technology improve quality strategy digitalization economy should consider not only investments but also programs population.

In this paper, the concept of studying specifics digital communication between older (analogue) and younger (digital) generations in Russia is proposed. During the implementation of Project "Russian Digital Economy as a Social Field" in Kursk region, one identified problems concerns divergence existing approaches to assessing level digital literacy population. The paper approaches digital divide as a complex multi-dimensional and multi-level problem, not being limited to the Internet access only. We argue that regardless of some universal trends previously identified by scholars, every country retains its national specifics in ICT access, skills benefits people can get from using ICTs. In this vein, we theorize Russian model divide, approaching it through three main angles: state regulation digitalization processes Russia on federal regional levels; different modes technology use cross-regional comparative perspective; specific mechanisms for analysis further overcoming Russia. The interplay between digital and social inclusion in multiethnic Russian society: An empirical investigation DOI

The paper discusses the digital inclusion of major and minor ethnic groups in Russia by comparing three broad categories resources, identified this study as components index inclusion: information communications technology (ICT) access, skills, extent engagement with technologies. Based on these components/subindices, we constructed an for Russian context tested it a representative national sample 765 Internet users (596 Russians, 196 Yakuts). Our showed that Russians use more platforms online access (mobile phones, laptops, consoles, smart TV, etc.) than Yakuts through bigger number locations, not being limited to home and/or office only. They also have higher level social, technical, creative ICT demonstrate levels overall inclusion. During the COVID-19 pandemic, digital capital and online activities have played significant roles as a tool for enhancing social support. Considering increased role of information communication technology (ICT), in this study, we investigated following research questions by focusing on Indonesian Muslim diaspora South Korea. To what extent do communities affect formation support pandemic situation? How does pursue Korea, which has high capacity ICT infrastructure? We used acceptance model (TAM) conceptual conducted semi-structured interviews surveys data collection. Structural equation modeling demonstrates that TAM can be applied case Korea’s diaspora, especially during pandemic. Findings suggest perceived usefulness/perceived ease use (PU/PEOU) reinforced diaspora’s participation after COVID-19. It also ways pursues through under restricted situations.
